David L. Miller
David (Dave) L. Miller, a 34-year veteran of the freight trucking industry, is Senior Vice President, Global Policy and Economic Sustainability for Con-way Inc. In this role, he is responsible for directing all of Con-way's strategies and programs related to legislative, regulatory, public policy and corporate sustainability affairs at local, state, national and international levels.
Among his professional affiliations, Mr. Miller is a member of the American Trucking Associations' Cross-Border Operations Policy Committee and its Highway Policy Committee. He also sits on the Board of Directors of the U.S. Chamber of Commerce, serving on the Board's policy committees for Environment & Energy and Regulatory Affairs, and is a member of the Chamber's National Security and Emergency Preparedness Department. Mr. Miller also is a member of the Transportation Research Board's (TRB) Trucking Industry Research Committee.
A native of Cincinnati, Ohio, Mr. Miller attended the University of Cincinnati. He is a graduate of the executive management program at the University of Chicago Graduate School of Business.
C. Randal Mullett
C. Randal (Randy) Mullett is Vice President, Government Relations and Public Affairs, for Con-way Inc. As Con-way's senior policy manager and executive representative in Washington, D.C., Mr. Mullett is responsible for the company's relationships with national business and trade associations, as well as federal legislative and regulatory advocacy efforts on homeland security, business sustainability, freight transportation and other policy issues important to the enterprise and its employees. He also spearheads the company's program promoting sustainable business practices at Con-way and in freight transportation.
Mr. Mullett has led Con-way's government relations program since 2002, previously serving in a number of field operations and management roles for the company, including 14 years as a service center manager. He is a frequent speaker at legislative commission and regulatory policy development conferences and is a respected voice within the transportation and supply chain management communities.
A native of Berryville, Va., he holds a bachelor's degree from Shepherd University in Shepherdstown, W.V., and an MBA from Old Dominion University in Norfolk, Va.

Jim Burnley
Jim Burnley, a partner in the Washington office of Venable LLP, is widely recognized as one of the nation's foremost authorities on transportation law and policy. He served as the U.S. Secretary of Transportation (1987-1989) and as Deputy Secretary of Transportation (1983-1987) under President Ronald Reagan. He also served as General Counsel of the Department.
Burnley maintains a visible presence in the transportation community and is engaged in the continuing debate over transportation policy issues. He has served as an advisor to Republican Presidential candidates in five of the last six campaigns. He was Chairman of the Port Study Panel of the National Chamber of Commerce Foundation. He is also a member of the Business Advisory Committee of the Transportation Center at Northwestern University. Additionally, he served for five years as Vice Chairman of the Board of Commissioners of the Virginia Port Authority.
In private practice for the last twenty years, his clients have covered the entire spectrum of transportation issues and interests. For example, he played a key role on behalf of the airline industry in the successful effort immediately after 9/11 to have legislation enacted to save it from completely collapsing.
He received his B.A. from Yale University and his J.D. from Harvard Law School.
Lt. Col. David M. ("Duke") Ellington
Lt. Colonel David M. (Duke) Ellington (ret.) is a 30-year military veteran who served as a logistics officer in the U.S. Army and the Indiana National Guard. He also served as executive director of the Employer Support for the Guard and Reserve (ESGR), Indiana Chapter, a national advocacy organization which facilitates collaboration between employers and all branches of the active military and reserves. He is currently a personnel supervisor for Con-way Freight’s Indianapolis service center and participates actively in the company’s recruiting, hiring, training and support programs for veterans.
Bill Graves
Bill Graves is President and CEO of American Trucking Associations (ATA), the national trade and safety organization of the United States trucking industry. Through its 50 affiliated state trucking associations, conferences and other organizations, it represents motor carriers before all branches of the government.
Prior to joining ATA in January 2003, Graves served as Governor of Kansas from 1995-2003.
Gov. Graves earned a degree in Business Administration from Kansas Wesleyan University in his hometown of Salina, Kansas and attended graduate school at the University of Kansas.
Mary Collins Holcomb, PhD
Mary Collins Holcomb is Associate Professor of Logistics and Transportation at The University of Tennessee. Dr. Holcomb was also a member of the faculty in Transportation and Logistics at Iowa State University, Ames. She holds B.S., MBA, and Ph.D. degrees from The University of Tennessee.
Her professional career involved some eighteen years at the Oak Ridge National Laboratory in transportation research and policy issues for the U.S. Departments of Energy, Transportation, and Defense. Dr. Holcomb’s background also consists of various industry experience with the former Burlington Northern Railroad, General Motors, Milliken & Company, and two years of collaborative research with Procter & Gamble.
She is a principal researcher in one of the longest running annual studies – Logistics and Supply Chain Trends and Issues – that has been conducted for more than 14 years. Dr. Holcomb is the former editor of the Transportation Energy Data Book, author and co-author of numerous reports and articles in the area of transportation policy and logistics systems design.
Colonel Randall Larsen
Founding Director, The Institute for Homeland Security
Colonel Randall Larsen, USAF (Ret), is the founding Director of The Institute for Homeland Security and the National Security Advisor to the Center for Biosecurity, University of Pittsburgh Medical Center. He previously served as the Chairman of the Department of Military Strategy and Operations at the National War College, where in 1999 he created the nation's first graduate course in homeland security. A member of the Council of Foreign Relations, he is a published author, lecturer and recognized authority on homeland security issues, having served as an expert witness to the Senate Armed Services, Senate Judiciary, House Government Reform, House Homeland Security, and House Budget Committees.
His publications include: Our Own Worst Enemy: Asking the Right Questions About Security to Protect You, Your Family, and America (September 2007), The Executive's Desk Book on Corporate Risks and Response for Homeland Security (March 2003), and Defending the American Homeland 1993-2003 (December 2003). His op-eds have appeared in the Washington Post, Wall Street Journal, New York Post, and USA Today. Colonel Larsen served in both the Army and Air Force for a combined total of 32 years of military service, including deployment with the 101st Airborne Division, where he flew 400 combat missions in Vietnam.
David May
David May, a driver-sales representative for Con-way Freight, has been a professional truck driver for 28 years and has over 1.4 million miles of accident-free driving. He is actively involved as an advocate for the industry and since 2005 has served as a Captain on the America’s Road Team Captain, an ATA-sponsored group of professional drivers who serve as industry ambassadors and speak regularly at school and civic events nationwide about sharing the road safely. He is a six-time New York state truck driving champion, was the 2002 New York State Grand Champion, New York’s 2007 Driver of the Year, and has been honored by the New York State Legislature for his professional accomplishments. He also has been a frequent contributor to industry and government councils, regulatory policy-making hearings and conferences. He joined Con-way in 1997 is currently a city driver out of the company’s Buffalo service center. He lives with his wife of 23 years in Tonawanda, NY.
Robert G. Petrancosta
Vice President, Safety - Con-way Freight
Mr. Petrancosta brings 40 years of transportation experience and demonstrated leadership skills to the Con-way organization. He is responsible for all Safety and Compliance issues for the entire Con-way Freight organization.
Mr. Petrancosta began his career with Con-way in 1988 as a Driver Sales Representative for Con-way Central Express (CCX) in Aurora, IL. Shortly thereafter, he was promoted to the position of Freight Operations Supervisor, and in the fall of 1992, was promoted to Safety Supervisor in Buffalo, NY. Less than one year later, Bob took the position of Service Center Manager at the Iron Mountain, MI service center, before being promoted to the position of Director of Safety for CCX, which he held for five years. In 1998, he was promoted to Director of Safety and Environmental Compliance for all of Con-way Freight and in 2007, he became the Vice President, Safety of Con-way Freight.
Mr. Petrancosta attended Waubonsee College, Sugar Grove, IL, majoring in Hazardous Materials Technology. He has been an active member of several American Trucking Association Committees including the Hazardous Materials Committee (Chair), the Safety Policy Committee, the Hours of Service Subcommittee, the Occupational Safety & Health Committee, the Regulations Committee (Chair), the National Truck Driving Championships Committee and has been appointed by the Administrator of the Federal Motor Carrier Safety Administration for two terms on the Motor Carrier Safety Advisory Committee. Bob was awarded the ATA Safety and Loss Prevention Management Council’s 2006 Leadership Award.
Mr. Petrancosta is also a 2005 recipient of the prestigious Raymond F. O’Brien Award of Excellence, an honor conferred upon exceptional employees by the then – CNF organization for leadership and professional accomplishment. Today, the tradition of the O’Brien award is carried on in the Con-way organization as the Con-way CEO Constellation Award.
He is based at Con-way Freight’s headquarters in Ann Arbor, Michigan.
Robert Poole

Reason Foundation
Robert Poole is director of transportation policy and Searle Freedom Trust Transportation Fellow at Reason Foundation, the free market think tank. A recognized transportation policy expert, Mr. Poole has advised the previous four presidential administrations on transportation and policy issues. In the field of surface transportation, he has advised the Federal Highway Administration, the Federal Transit Administration, the White House Office of Policy Development, National Economic Council, Government Accountability Office and state DOTs in numerous states.
He is a member of the Los Angeles Economic Development Corporation’s Critical Infrastructure Council, an advisor to the American Legislative Exchange Council's Trade & Transportation Task Force, and a member of the board of the Public-Private Ventures division of American Road and Transportation Builders Association. From 2003 to 2005, he was a member of the Transportation Research Board’s special committee on the long-term viability of the fuel tax for highway finance. He has testified as an expert witness before various House and Senate subcommittees on issues of national importance for aviation and surface transportation.
Mr. Poole has written hundreds of articles, papers, and policy studies on privatization and transportation issues. His popular writings have appeared in national newspapers, including The New York Times, The Wall Street Journal, USA Today, Forbes, and numerous other publications. He has also been a guest on network television programs such as Good Morning America, NBC's Nightly News, ABC's World News Tonight, and the CBS Evening News.
Mr. Poole earned his B.S. and M.S. in mechanical engineering at Massachusetts Institute of Technology (MIT) and did graduate work in operations research at New York University. He founded the Reason Foundation in 1978, serving as its president and CEO until 2000.
Darrin Roth
Darrin Roth is Director of Highway Operations with the American Trucking Associations. (ATA) He serves as the primary staff liaison to ATA’s Highway Policy Committee.
Among his professional affiliations, Roth is a member of the U.S. Chamber of Commerce’s Transportation Committee. Roth also serves on the Transportation Research Board’s (TRB) committees on Urban Freight Transportation and Motor Vehicle Size and Weight. He is the principal ATA liaison to the American Association of State Highway and Transportation officials (AASHTO), the American Highway Users Alliance (AHUA) and the Freight Stakeholders Coalition.
Roth received a B.A. in Political Science from The American University and did postgraduate studies in Public Administration at George Washington University.
Colonel Ron Replogle
Colonel Replogle has been a member of the Missouri State Highway Patrol since 1984.
He served 10 years as a road officer in Troop D Springfield, where he was promoted to zone corporal and zone sergeant. He was also assigned as a criminal investigator/polygraph examiner in Troop D for three years in the Division of Drug and Crime Control (DDCC). In 1996 he was promoted to Lieutenant and transferred to the Patrol’s General Headquarters in Jefferson City, where he served for three years as the assistant director of the Professional Standards Division. In 1999 he transferred back to DDCC serving as an assistant director, before being promoted to Captain and director on September 1, 2001. He was promoted to Major on September 1, 2006, and placed in Command of the Criminal Investigation Bureau.
On March 1, 2010, Governor Jay Nixon appointed Colonel Replogle as the Superintendent of the Missouri State Highway Patrol. He is a 1994 graduate of the National Training Center of Polygraph Science where he received the “Green Hippo” award for the top polygraphist in his class. He is also a 1999 graduate of the Northwestern University Traffic Institute’s School of Police Staff and Command.
He has been married to his wife, Cindy, for 30 years. They are the proud parents of two grown sons and a daughter-in-law.
John A. Simourian
John A. Simourian is Chairman of Needham, Mass.-based Lily Transportation Corp., which opened for business in 1958 and today provides dedicated contract carriage systems and services for customers throughout the United States.
Mr. Simourian founded Lily Transportation shortly after his graduation from Harvard University and the Harvard Business School, where he also captained the school’s baseball team and was its starting quarterback. He is a U.S. Navy veteran, having served two years of active duty as a Lieutenant and six years as a Reserve officer. His professional and business affiliations have included service as a past board member and chairman of Nationalease and The Truck Renting and Leasing Association.
Mr. Simourian also is a lifelong Red Sox fan and fervently believes that the 2010 season will bring another American League pennant and World Series Championship to the Red Sox Nation.
Peter Swan, PhD
Dr. Swan is an Assistant Professor of Logistics and Operations Management at Penn State Harrisburg. He has been a member of the Penn State faculty since 1998. Dr. Swan began his career in the railroad industry working for CSX in operations, marketing, and information systems. After ten years in the railroad industry he returned to college for his Ph.D. in Operations Management from the University of Michigan.
At the University of Michigan, Dr. Swan was active in the Trucking Industry Program, where he participated in both the Driver Survey and the LTL Case Study. Dr. Swan's research involves productivity, operations, and transportation markets. He co-authored a recent paper in the Journal of Business Logistics, “Cutting Logistics Costs with Ocean Carrier Selection” and has a co-authored paper forthcoming in Public Works Management & Policy titled, “Empirical Evidence of Toll Road Traffic Diversion: How Truckers Respond to Pricing.” Ongoing research is focusing on the safety effects of such diversions.
Dr. Swan chaired the Transportation Research Board (TRB) Standing Committee for Freight Transportation Economics and Regulation (2002-2008) and is a member of the TRB Trucking Industry Research Committee and the TRB Committee for Short Line and Regional Railroads. Starting in April 2010 he will chair the TRB Freight Systems Group.
Rep. Fred Upton
Fred Upton has represented the commonsense, Midwestern values of his southwest Michigan district for the last 24 years. Prior to his election to Congress, Fred worked for President Reagan in the Office of Management and Budget. In Congress, Fred is a senior member of the powerful House Energy and Commerce Committee and serves as top Republican on the Energy and Environment Subcommittee. Tim Walberg
Tim Walberg is a Republican candidate for the U.S. House of Representatives in Michigan's 7th District. Tim served from 2007-2008 in the U.S. House. Prior to serving in Congress, Tim was a division manager in higher education, a member of the Michigan House of Representatives, president of the Warren Reuther Center for Education and Community Impact, and a Pastor. He attended Western Illinois University, Moody Bible Institute, Taylor University and Wheaton College Graduate School, earning his B.S. and M.A. degrees. Of all of Tim's accomplishments, he is most proud of his family. Tim and his wife Sue have been married for 35 years. Chelsea C. White
Chelsea C. White holds the Schneider National Chair of Transportation and Logistics at the Georgia Institute of Technology, where he is the Director of the Trucking Industry Program and the former Executive Director of The Logistics Institute. He is a director for Con-way, Inc. (NYSE: CNW) and a former member of the World Economic Forum trade facilitation council. His research is currently concerned with the impact of information technology on international freight distribution, security, and productivity.
